The Tuoi Tre Newspaper said the incident occurred on the morning of Oct. 25, 2013, at 24 Nguyen Hue, Thong Nhat Ward, Kon Tum City. The victim in the clip is Ms. Phan Kim Uyen Tram and the attacker is Nguyen Duc Hoang - Chief Inspector of Department of Health of Kon Tum City.
According to the content of the clip, while the two sides are still arguing Mr. Nguyen Duc Hoang suddenly appears at the scene holding a hoe with an aggressive attitude, constantly cursing and threatening.
During the struggle, the chief inspector of Kon Tum’s health department strikes very hard on the head of Ms. Phan Kim Uyen Tram with the hoe. The attack causes the victim to fall to the ground instantly with a bloodied face.
Reportedly, the cause of incident related to land disputes. The family members of Nguyen Duc Hoang are officials and influential communist party members in Kon Tum. In the clip above, viewers also identify a man in Mr. Hoang’s group who carries a large knife to the scene in order to 'resolve' the disputes.
The seriously injured victim was taken to a hospital in Saigon for treatment by her family.
