Network of Vietnamese Bloggers - The International Commission of jurists (ICJ) is comprised of eminent judges, lawyers and academics dedicated to ensuring respect for international human rights standards through the law. On Friday, August 2, 2013, representatives of the Network of Vietnamese Bloggers (NVB), including Pham Doan Trang (Hanoi), Nguyen Thao Chi (Saigon), Nguyen Nu Phuong Dung (Saigon), Nguyen Anh Tuan (Da Nang) and Nguyen Lan Thang (Hanoi), met with representative of ICJ, Ms. Leong Tsu Quin, adviser for the Commission of International Law, at its regional headquarters in Bangkok to submit the Statement 258.
On this occasion, the Vietnamese bloggers had presented to the ICJ representative the political context in Vietnam, status of the ongoing state repression against democratic freedoms, violations of the most basic of the Universal Declaration of Human Rights, and the negative outlook for Vietnam as well as the prestige of the United Nations if Vietnam is elected to become a member of the UN Human Rights Council.
Besides presenting the objectives and content of the Statement 258, based on the vision and mission of the ICJ, the bloggers had provided Ms. Quin information about the arbitrary legal cases in Vietnam that concern the ICJ. In particular, based on the facts of some studied cases, the bloggers pointed out the legal proceedings do not guarantee fundamental fairness and justice, and the right to receive a fair trial of the accused persons is not provided.

Like other meetings with the Office of United Nations High Commissioner for Human Rights (OHCHR), Front Line Defenders, Committee to Protect Journalist, U.S. Embassy in Vietnam, Embassy of Sweden in Vietnam, the representatives of NVB proposed a number of petitions to the ICJ requesting closer monitoring on violations of the international laws and treaties on civil and political rights in Vietnam, voicing its opinion about the campaign of Vietnam for a seat on the Human Rights Council for the 2014-2016 session, and issuing a statement to condemn article 258 of Vietnam’s penal code.
Ms. Quin received Statement 258, expressed her appreciation for the bloggers’ visit to the ICJ’s office in Bangkok, and informed the bloggers about the activities that the ICJ has engaged to help enhance the expertise of human rights lawyers in Vietnam. She also reiterated concern about the safety of Vietnamese bloggers who have publicly joined the NVB and faced with harassment and danger. Particularly, Nguyen Ngoc Nhu Quynh and Pham Van Hai had been detained for distributing the Universal Declaration of Human Rights. She said the ICJ will issue its statement at the right time and help forward the Statement 258 to other organizations around the world.
Looking ahead, both sides pledge to strengthen the relationship and jointly work with other international agencies and organizations to put pressure on the State of Vietnam for addressing the issues of gross human right violations, and improving human rights situation in Vietnam.

Mạng lưới Blogger Việt Nam - Ủy ban Luật gia Quốc tế (The International Commission of Jurists - ICJ) là tổ chức tập hợp các luật sư, luật gia, thẩm phán, giáo sư đại học chú trọng và dựa vào công pháp quốc tế để bảo vệ những giá trị, tiêu chuẩn phổ quát về nhân quyền. Thứ 6, ngày 2, tháng 8, năm 2013 tại văn phòng của ICJ ở Bangkok, các đại diện của Mạng lưới Blogger Việt Nam gồm Nguyễn Anh Tuấn (Đà Nẵng), Phạm Đoan Trang (Hà Nội), Nguyễn Thảo Chi (Sài Gòn), Nguyễn Lân Thắng (Hà Nội) và Nguyễn Nữ Phương Dung (Sài Gòn) đã đến tiếp xúc với ICJ và trao Tuyên bố 258.

Trong dịp này, các bạn blogger đã trình bày với đại diện của ICJ về bối cảnh chính trị và tình trạng đàn áp của nhà nước đối với các quyền tự do dân chủ, vi phạm những điều căn bản nhất của Tuyên Ngôn Quốc Tế Nhân Quyền và viễn ảnh tiêu cực cho Việt Nam cũng như uy tín của Liên Hiệp Quốc nếu Việt Nam được chấp nhận trở thành thành viên của Hội đồng Nhân quyền Liên Hiệp Quốc.
Bên cạnh việc trình bày mục tiêu và nội dung Tuyên bố 258, dựa vào những lãnh vực và vai trò của ICJ, các blogger đã cung cấp cho cô Leong Tsu Quin nhiều thông tin về các vụ án mà ICJ quan tâm. Đặc biệt, qua các vụ án đã xảy ra, các bạn cũng đã trình bày về các chu trình tư pháp không được đảm bảo, các quyền được hưởng phiên tòa công bằng không được đáp ứng.

Như lần tiếp xúc với Office of United Nations High Commissioner for Human Rights (OHCHR), Front Line Defenders, Committee to Protect Journalist, Đại sứ quán Hoa Kỳ,Đại sứ quán Thụy Điển, các đại diện của Mạng lưới Blogger Việt Nam cũng đã đề xuất một số kiến nghị trong đó là việc ICJ quan tâm hơn về tình trạng vi phạm những công ước, pháp lý quốc tế, có ý kiến về việc nhà nước Việt Nam đang vận động cho chiếc ghế trong Hội đồng Nhân Quyền nhiệm kỳ 2014-2016. Các blogger cũng đề nghị việc ICJ ra tuyên bố lên án điều 258.
Cô Leong Tsu Quin đã tiếp nhận Tuyên bố 258 và đánh giá cao việc blogger Việt Nam sang thăm văn phòng ICJ tại Bangkok. Cô cũng đã trình bày các hoạt động mà ICJ đã thực hiện để nâng cao năng lực luật sư nhân quyền VN và cho biết ICJ quan tâm đặc biệt đến việc một số blogger có tên trong tuyên bố như Nguyễn Ngọc Như Quỳnh, Phạm Văn Hải đã từng bị tạm giữ chỉ vì đi phân phát bản Tuyên ngôn Quốc tế Nhân quyền. Cô cho biết ICJ sẽ đưa ra Tuyên bố trong thời gian thích hợp cũng như giúp các blogger Việt Nam gửiTuyên bố 258 đến các tổ chức có quan hệ với ICJ trên thế giới.
